Medicaid Eligibility

Katie Beckett Waiver Information

The Katie Beckett pathway helps children qualify for Medicaid based on their medical needs rather than household income. This allows many families to access Medicaid-covered services even when they would not traditionally qualify financially.

If your child requires a level of care typically provided in a hospital or facility setting but can safely remain at home with the right support, they may qualify for Medicaid through the Katie Beckett pathway.

Frequently Asked Questions

What is GAPP?
The Georgia Pediatric Program (GAPP) is a Georgia Medicaid program that provides medically necessary skilled nursing and personal care support for medically fragile children under the age of 21, delivered in the home so children can stay safely with their families.
Is there a cost to families?
No. Services approved through GAPP are covered by Georgia Medicaid, so there is no out-of-pocket cost to qualified families.
Does my child need Medicaid?
Yes — active Georgia Medicaid is generally required for GAPP eligibility. If your family does not qualify financially, the Katie Beckett pathway may still make your child eligible based on medical need. We are glad to help you understand your options.
Can care be provided at home?
Yes. GAPP is designed to help children receive skilled and personal care safely at home, in a familiar and comfortable environment.
How long does approval take?
Timelines vary depending on documentation and authorization requirements. The intake and evaluation process is often completed in about 30 days, and our team works to make it as smooth as possible.
Can parents be paid caregivers?
In many cases, yes. Parents and family members may be paid to provide non-skilled personal support services (PSS), such as help with daily activities, supervision, and safety. Skilled nursing tasks are provided separately by a licensed nurse, and a parent who is a nurse cannot provide skilled nursing to their own child under the program. We will walk you through what applies to your family.
Which children may not qualify?
Children whose needs are purely developmental or behavioral without medical complexity, who are fully independent in daily activities, who do not require ongoing medical intervention, or who are not enrolled in Medicaid may not qualify. Eligibility is based on medical necessity and supporting documentation.
How are care hours determined?
Hours are based on a combination of the physician’s plan of treatment, an in-home nursing assessment, recent medical records, and the child’s functional needs and required level of supervision.
Will GAPP affect SSI benefits?
GAPP provides medical services rather than income, so it typically does not directly affect SSI benefits. Changes in household circumstances can require review, so we recommend confirming specifics with Social Security.
What ages qualify?
Children and adolescents under 21 years old may qualify for GAPP services, based on medical necessity.
